Done it for 100s of miles before

All out west. The rule is it is okay as long as there is no practical alternatives- which is never the case east of the Mississippi.
Pros out west:
* less grade, interstates max out at 6%, other roads get double digits
* wide shoulders typically
* cars/trucks give you a wide berth
* the ones I've rode on out west are lightly travelled
Cons:
* lots of flats from picking up wires from truck tires
* loud
* not fun to look at bottles of piss thrown in the ditches
